Here are the steps to create the Transparent Tape

Step 1: Create the base shapes

Go to Auto shapes menu and draw a rectangle using ‘Rectangle’ tool:

Step 2: Make the sticker

Place the jagged edge shape along the shorter edge of the rectangle. Select the ‘Rectangle’ first and the jagged shape next while holding the ‘Shift’ tab. Press ‘Shape subtract’ option in the quick access toolbar. Repeat the process for the other edge as well. The result will be as follows:

Step 3: Apply Gradient fill

Right click on the sticker and go to ‘Format shape’ dialog box. Go to Fill -> Gradient fill. You get a default preset with three stops. Fill the following colors and adjust the transparency levels as shown below:
